With the exception of drivers in school zones, and novice drivers, there is no state-wide prohibition on cell phone or texting while driving in Texas. However there are cell phone and texting prohibitions based on local ordinances in certain cities including Amarillo, Austin, and El Paso.

Novice Drivers

Novice drivers – drivers in their first 12 months -- are prohibited from texting or using cell phones while driving in Texas.

Bus Drivers

Texas law prohibits school bus drivers from using cell phones while the bus is in motion and transporting children under 17.
